All East Carolina University employees have designated policies that apply to them based on the employee classification (NF-EHRA, SHRA, CSS, DMSS, Faculty-EHRA, etc.) Please take time to review the policies listed on the page below and reach out to Human Resources with any questions.

Illegal Drugs and Substance Abuse Policy

The Substance Abuse Policy established standards of professional and personal conduct for faculty staff and students. East Carolina University is dedicated to the pursuit and dissemination of knowledge and, as such, expects all members of the academic community to behave in a manner conducive to that end. The highest standards of personal and professional conduct must be maintained by faculty, staff, and students. Illegal or abusive use of drugs or alcohol, referred to in this policy as substance abuse, by members of the university community adversely affects the mission of the university and is prohibited.

Alcohol Policy

The sale, service, possession, and consumption of alcoholic beverages are regulated by North Carolina General Statutes, Greenville City Code and University Policies. All members of the University community are obligated to obey these laws, policies, and ordinances. The University does not have the right to alter the laws and ordinances or secure exemption from them. The University may be required to participate in the enforcement of the laws and ordinances.

Drug Abuse and Alcohol Prevention Program (DAAPP)

The Drug-Free Schools and Communities Act of 1989 requires educational institutions to notify students and employees of resources and programming pertaining to drug and alcohol abuse. This method of notification is called the Drug Abuse and Alcohol Prevention Program (DAAPP). The DAAPP includes information pertaining to student and employee notification, prevention efforts, programmings, policies, and potential sanctions. Tobacco and Vaping Use on Campus

This policy governs tobacco and vaping use in all buildings and on property grounds and walkways occupied by ECU. In accordance with this policy, smoking or vaping must not occur within the no-smoking areas. Smoking and vaping is also prohibited within 100 feet of any ECU building. Tobacco and vaping use is prohibited on HSC grounds by ECU faculty, staff, students, patients and visitors. This regulation applies to parked cars on the grounds and to all property leased to, owned, or occupied by the HSC. Smoking or vaping are also prohibited in all state vehicles.

University Student and Employee Computer Use Policy

Freedom of speech applies to electronic formats, but ECU asks that you act ethically and legally when using university resources including computers and internet. Do not claim to be speaking for the university when you are not. No one has the guarantee of privacy with any information that was created, sent, or received on ECU computer systems or using ECU networks. Nearly all of you will handle University information that could be essential to the operations of your department and/or private information of others. Both require your protection. It is important that you take basic precautions to protect that information from loss, destruction, or unauthorized disclosure. If you are unsure of how to protect the information in your care, please check with your supervisor for guidance.

Adverse Weather and Emergency Event Regulation

East Carolina University must assure the delivery of critical services to its students, clients, customers, patients, and the general public during a variety of adverse weather and emergency events, and facilitate an orderly transition to more limited operations if conditions make that necessary. Recognizing the varied geographic locations and diversity of University facilities, this policy establishes broad guidelines for how operations may be affected during emergencies and establishes work expectations for employees.

Notice of Non-Discrimination and Affirmative Action Policy

East Carolina University is committed to equality of opportunity and prohibits unlawful discrimination based on the following protected classes: race/ethnicity, color, genetic information, national origin, religion, sex (including pregnancy and pregnancy related conditions), sexual orientation, gender identity, age, disability, political affiliation, and veteran status (“Protected Class”). This policy also prohibits retaliation, as defined below, against an individual for using applicable policies responsibly. Retaliation interferes with free expression, inhibits openness that is important to the University, and violates University policy.

Improper Relationship Policy

This state policy is from The University of North Carolina and outlines improper relationships between students and employees. Any person having a complaint or inquiry regarding the Board of Governor’s Policy of the University of North Carolina Concerning Improper Relationships Between Students and Employees should contact LaKesha Alston Forbes, Senior Associate Vice Chancellor and Chief People Officer, Title IX Coordinator, in the Department for People Operations, Success, and Opportunity.

Title IX Compliance and Resolution Regulation

East Carolina University strives to be a national model for student success, public service and regional transformation and is built upon tolerance, civility, and mutual respect. Consistent with these values, the University is committed to providing a safe and non-discriminatory learning, living, and working environment for all members of the University community. The University prohibits Sexual Assault, Dating and Domestic Violence, Stalking, and Sexual Harassment through the Title IX Compliance and Resolution Regulation. These forms of Title IX Conduct may be unlawful, and undermine the character and purpose of the University, and will not be tolerated. Every member of the University community should foster an environment free of Title IX Conduct. All members of the University community are encouraged to take reasonable and prudent actions to prevent or stop an act of Title IX Conduct. The University will support and assist community members who take such actions. Conduct that is not covered under Title IX Compliance and Resolution Regulation may be covered under University Regulation on Reports of Prohibited Interpersonal Violence and Related Misconduct.

Patent Policy

East Carolina University is dedicated to the pursuit of instruction, research, scholarship, engagement, innovation development and the extension of knowledge for the benefit of the public good in an environment that is open to collaboration and publication. Inventions, discoveries, and other intellectual assets may arise as a result of the conduct of these activities by University personnel, including faculty and other EHRA employees, employees subject to the State Human Resources Act (SHRA), Clinical Support Services (CSS) employees, Dental Medicine Support Services (DMSS), emeritus faculty, adjunct faculty, visiting faculty or other visitors or volunteers using research facilities, post-doctoral employees, graduate students, and undergraduate students participating in research as employees or otherwise, and may qualify as intellectual property in the form of patents or copyrights. The Board of Governors of the University of North Carolina has determined that patenting and licensing of these intellectual property assets are consistent with the purposes and mission of the University of North Carolina. This Patent Policy is subject to and supplements the patent and copyright policies of the University of North Carolina.

Regulation on Conflicts of Interest, Commitment, and External Activities for Pay

As relationships between ECU employees and students and private industry, federal and state governments, and nonprofit agencies have grown in number and scope, there has been a corresponding increase in concern about conflicts of interest and commitment. While these individuals are encouraged to engage in appropriate relationships with public and private agencies outside of the University, there is a need for commonly understood principles and corresponding procedures that will identify, address, and manage potential conflicts that would detract from or interfere with an employee’s dedication of unbiased primary professional loyalty, time, and energy to University teaching, research, and service.

All members of the University community are expected to avoid conflicts of interest and conflicts of commitment that have the potential to directly and significantly affect the University’s interests or compromise their objectivity in carrying out their University Employment Responsibilities, including research, service, and teaching activities and administrative duties, or otherwise compromise performance of University responsibilities, unless such conflicts are disclosed, reviewed, and appropriately managed in accordance with the provisions of this Regulation.

University Policy Manual

The University Policy Manual is the official repository of all approved policies, regulations, and rules (PRRs) at East Carolina University. New and revised policies, regulations and rules will be posted to the University Policy Manual during the last week of each month or will be announced specifically through both the ECU Official listserv and by email to the ECU Board of Trustees (BOT Resolution of April 9, 2016). All new and revised PRRs will be listed within the Recently Updated section of the University Policy Manual website.

SHRA/CSS Employee Handbook

The SHRA/CSS Employee Handbook is designed to provide an overview of the Human Resources policies, procedures, and programs at East Carolina University. This handbook should assist SHRA/CSS employees in understanding what East Carolina University expects from you and what you should expect form East Carolina University.

CSS Employee Handbook

In addition to the SHRA/CSS Employee Handbook, CSS employees must also abide by the CSS Employee Handbook. This handbook is only for employees whose job duties are over 50% clinically oriented and in support of the practice plan. You are required to familiarize yourself with and abide by the information and policies listed in the CSS Employee Handbook.

DMSS Policy Manual

Dental Medicine Support Staff (DMSS) were created at ECU to meet the needs of the dental school operations. DMSS employees, and the clinics they support, may be considered more similar to private dental practice clinics than to traditional state agency positions. DMSS are required to follow the DMSS Policy Manual.

Wage and Hour Compensation Policy

If an employee’s position is subject to the Fair Labor Standards Act (FLSA), that it is the policy of the State of North Carolina and East Carolina University to give overtime compensation in the form of compensatory time off, rather than in monetary compensation, whenever possible. The decision to give either compensatory time off or monetary compensation is a decision made by management. If an employee’s position is exempt from the overtime provisions of FLSA, there is no compensatory time or otherwise extra compensation for work beyond the minimum forty-hour work week.

University Regulation on Reports of Prohibited Interpersonal Violence and Related Misconduct

East Carolina University does not discriminate on the basis of sex in any education program or activity as required by Title IX of the Education Amendments of 1972. This includes admission and employment. Individuals may report concerns of any prohibited Title IX conduct, including sexual harassment and discrimination based on sex, or inquiries about on the University’s application of Title IX to the University’s Title IX Coordinator or the United States Department of Education Office for Civil Rights.

East Carolina University Employee Code of Conduct

This Policy is designed to facilitate East Carolina University’s mission of teaching, research, and public service by articulating basic expectations for employee conduct. In that spirit, this Code of Conduct is a statement of the University’s expectations that its employees will execute their duties in an ethical, legal, and professional manner. It does not displace or override existing specific policies, rules and regulations pertaining to employee expectations, conduct, evaluation or discipline.

This Code of Conduct will guide the decision-making, behavior and performance of all employees acting on behalf of East Carolina University (“ECU” or “University”). This Code of Conduct applies to all employees at every level of the University, including senior leadership, faculty, and staff; full-time or part-time; student and temporary employees.

State Employee Safety and Health Handbook

This handbook is designed to answer general questions regarding workplace safety and hazard prevention to protect employees from job related injuries or illnesses. Employees should review and keep this handbook easily accessible in their workplace. Employees should consult their supervisor for instructions when a situation is encountered that is not covered by this handbook or job specific training. Supervisors should ensure that the most recent version of this handbook is available to employees. This handbook contains only some of the highlights of the Safety and Health Regulations for general industry and construction under the North Carolina Occupational Safety and Health Act (NCOSHA) and other regulatory groups. This guide may help employees identify and prevent common hazards that may be present in the workplace but is not a complete safety manual.
